Some examples: unfairly targeting rich people in order to help the town budget previous annual incomes may be vastly different from current monthly wages (furloughed etc.) punishment being spun as a political tool similar to trump’s martyrs

IMO It’s not always that simple. Yes some countries do this but it can also backfire (and has). Some examples:
