It could go either way. In the local ML community, there’s speculation that OpenAI/Anthropic and others will lobby for home PCs and servers to be restricted, because they’re “dangerous.”
Oh I would not be surprised at all if they try that. I mean, look at how much lobbying is already going on trying to push for a ban home 3D printers (which creates a competition against many different kinds of low-effort but otherwise high demand commercial products lol), using a justification that essentially boils down to “they can theoretically be used to help making dangerous objects” lol
