I’m sure Canadian requirements the reason almost all my DVDs have at least French subtitles; even though Spanish is more spoken here in the US, I often see only French as a second language option.
From what I’ve seen, streaming originals come in an insane amount of languages, and French is one of the larger languages. So the only way Netflix is saving money is if Canada is mandating Quebecois dubs or–and I think this is most likely–Netflix doesn’t want to pay for French dubs of third-party content that it streams.
Because I’ve noticed that even shows with global reach and multiple language dubs, like Avatar: The Last Airbender (Nickelodeon cartoon), are only available as monolingual on Netflix, and I’ve VPNd around; so I’m guessing there’s an extra cost for the rights to stream other languages on third party content.
It looks like the two issues are algorithm promotion and support for Canadian content on the production side.
I honestly feel kind of bad for Netflix. They’re just a stupid greedy corporation and I guarantee you that they are unhappy to be at the center of an international trade war and now face of American cultural-imperialist hegemony in Canada. They are going to lose subscribers because Trump is a fucking moron.
And, all in all, Netflix has been pretty good about importing global content to the US; I don’t know how satisfying a villain they can play in this drama.
