Not even a little bit. The amount of energy in even our most powerful thermonuclear device is piddling compared to that contained within a hurricane. All you’d do is stir up a bunch of fallout and distribute it all over the place.
It doesn’t have to match the power. It just has to F up the storms rotation enough that it disrupts itself. I don’t know if it could be enough, but it certainly doesn’t need to equal the power of the storm.
