Jobs put in place a 10 year plan right before he left in 2010, the ARM switch was one of the final parts of that plan. This is why right around 2018/19 going into the ARM switch you see a bunch of foundering and weird shit like bringing back the Touch Bar and vaporware products like the charging mat. Because they literally had no fucking clue what to do for the next 10 years and there was a battle going on between the UX first people and the marketing first people.
