    Turns out the president is above the law, and can only be impeached, given the rare condition that the opposition party has a supermajority in Congress, of course!

      Presidential immunity only extends to official acts see here. That said, its so poorly defined as to be irrelevant at the moment.

      Still, I suspect distributing checks from the federal government that was not appropriated by congress would very much fail to qualify.
