Other countries take non voters into account for referendums, counting them as a vote for the status quo. If we did that, then only one third of the country wanted to leave.
That seems a very sensible way of doing things.
Them no Referendum will ever succeed
It would require the issue to be very popular to succeed, which perhaps is not a bad thing.
