The potential for bad outcomes through a domino effect here is pretty big
We don’t have the full story here, but going from what seems like “public nuisance” to “injury or death” seems like an unreasonable escalation to me.
You should also be able to stop if there’s an obstacle in front of you, that’s on the rider.
