If you want to draw conclusions on the ideas of 28 million people i would say you would need to survey at last half of them, projecting the answers of 3000 people to the whole population of australia is a big generalization
For a binary choice where you expect distribution to be relatively similar you can do it with less than 400 while having 95% confidence and 5% margin of error. That’s just statistics and probability.
That’s more than enough for a statistically significant sample.
