In Denmark prostitution is legal, but it is not legal for a third party to make a profit of it, eg. pimping, but also renting out rooms specifically for sex work, guards, cash runners, drivers for callgirls etc.
I’m pretty sure pimps still exist, while many things that can help and protect sex workers are illegal.
