Center of your eye discerns colour better and sides discern light better. Since the center is so dark, and the sides have such intricate design patterns, your eye hard a yard has a hard time keeping up with the position of the frog while also watching the patterns around.
Iirc the rods that see in grayscale but are good at light perception, have quicker response than cones that do color vision. However, rods are most engaged in low-light conditions, which here is true for the frog, so this part kinda contradicts the response time hypothesis.
So how does this work?

I guess because it’s darker, it takes more time/light exposure for our brain to perceive it so it lags behind the bright frame (which takes less)

I think the point is that there’s enough light around the center void circle to bypass that. I’m not that versed in this illusion tho.
