But we’re militarily neutral, and far more experienced in peace keeping rather than strategic military conflict. So we’d sit that one out.

There’s more than a handful of member states involved in some form of armed conflict.
Who would be the enforcers?
Let’s assume top 10 countries by human rights index.
Ireland would be in the top 10 (if such an index were to exist) as we’re currently sitting around #4 in the Human Freedom Index. But we’re militarily neutral, and far more experienced in peace keeping rather than strategic military conflict.
So we’d sit that one out.
How they would inforce it on countries way stonger than them?
Let UN at least work on weaker countries.
I suppose the weaker countries aren’t the big problem, and peacekeeping forces have been deployed to a few of them in the past.
A lot of conflicts are fueled by the big countries giving arms to both side in civil wars . How would you stop that
